I think just follow the rule of export strictly you could not be  cheated

I think buyer still need Inspection Service to keep on eyes:

1. Audit Supplier before placing an order to avoid Scam.
2. During Productions to avoid wrong product.
3. Preshipment Inspections to avoid fail productions.
4. Container Loading Inspections to avoid lost quantity, packing and handling.

I see one reply that is really smart choice. Do the Right/correct Import-export Rules STRICTLY, paper by paper.
And, see if there is any chance of using 3rd partiy Inspection Company to issue Certificate Of Conformity like in some african nation used.
Or maybe, USE this Thread's Master Service.
But, One thing for sure, IT IS YOUR MAONEY, SO, IT IS YOUR CHOICE.

I have exported to some African Nations and Europe. And, most of of our costumers are using 3rd Party's inspection Certificate.

I PERSONALLY THINK, THAT IS SMART.
