Free on Board, essentially the suppliers covers all the related export charges and the consignee (customer) takes on the freight fees and local charges in their respective country. Basically the customer will arrange the shipping with each party handling local charges at their own ends.

fob is only conclude the cost of product and deliver to the board.

FOB Means Freight on Board. It does not cover cost of shipping. It is assumed that you will handle shipping cost or in some cases the supplier will arrange the shipping for additional cost.
