It is a very good idea, Marianne. However, it depends on the product so much. If it is a cosmetic product, for example, then the sample is required. But I do think that in many cases it is a waste of time sending samples to anyone who asks for them. Do your homework, research the potential buyer, ask them specific questions on what they want to do with your product, how they intend to market it, and what they do, perhaps find out if they have a website - websites say so much about how serious a business is. Maybe have a form for a potential buyer to fill in on your website. If you are satisfied that they are serious enough - send small very cheap samples for free.
I do agree with those who say that if a buyer is serious, they should at least be prepared to pay the shipping costs. Otherwise do not waste your time and money like I have, with not much result. There are too many timewasters in this world.

Would you advertise in magazines, only when the magazine guarantees the sales you want? Would you show only the small and very cheap on a business fare? Finding customers does involve making the cost and efford.

Replying to [Golddust]:
If the sample fee is not high and the importers accept to pay for the courier charges, free sample to importers is acceptable.

first will depend on the company, if they are a very large company then this can be a good change to make lon term business.
next is the cost of the sample, some samples can be $1 or less, others $1000 or more, what size and weight, as this willl effect delivery cost.
have the company exported from china, what products do they sell, is this a new line?
end of the day, no factory can supply free samples to all, but they need to deside when and how.

Replying to [Cynthiamoon]:Good point !I agree with you ! We know that seller should prepare the sampls ,but the buyer should share the freight and handing charge ,Maybe the cost of the buyer can get dicount when they place the order ! It is fair for both parties ,we should consider the benifits of two parties !

Replying to [Golddust]:I will never ask for free samples am always willing to buy the samples at wholesale price but will appreciate that the seller pays the shipping cost
One thing that should be considered is that paying the seller incurs commission which will be payable by the buyer and also the buyer is willing to send money before seeing the product
The two parties involved are given out something but the buyer is completely trusting to be sending money first believing that the seller would be true to his or her word

Replying to [essex_jay]:I agree with you I had an experience where I posted that I was willing to buy samples at wholesale price if the supplier is willing to ship it at their cost the seller agreed only to pull out as soon as I was ready to transfer the money to them I believe it was a blessing in disguise
There is a saying that what does not cost is not of value and this could be anything in life
