After you said, many things should be considered to arrarange I.E. one of firm offer, contract or Proforma Invoice, negotiating payment term and/or other needing procedures and documentation. Your question was impressed to be supposed that it is needed of lessons. I read one of your reply. So I wonder you are needed to ask by the topic. Or is it for topic itself?

In my opinion, just ask your customer when he will make the purchase and promise to contact him when it is the time. I think if he really want to cooperate, you will get this trade done anyway.

send him a proposal contain:
Both parties detail
Period for validity
Description for product
Prices per unit
Quantity
then don’t forget the related condition such as:
Payment (full amount or percentage)
Cutoff date for payment
Method of payment
addition charges
then delivery detail (his address and way of delivery)
Date, time and confirmation of it..

my advice, deliver though agent who deliver after confirmation of full payment...
