Who mast pay the charges???

Hi everyone! I faced a problem I can not solve myself. If anyone has the same experience or knowledge concerning this question, pls help.My company bought the goods from China, it was LCL CIF Klaipeda (advised by our supplier). When the goods were already shipped, we found out that the container goes to Tallin. I contatced my supplier and he confirmed me that he pays all the charges to deliver our goods to Klaipeda. But the container is already in Tallin, and the say that we must pay USD 770 for THS!!!!!!! That is rediculos! I contacted my supplier again and he answered that "we(the supplier) paid all the freights to the forwarder,includes the freights from Tallin to Klaipeda.if this 770 is the custom cost and port cost, it is normal,whereever it land,all need to pay this port cost and custom cost,CIF only pay the freights."

What can I do? Do we really have to pay for this even if the Incoterm is CIF Klaipeda and the supplier shipped our cargo to Tallin without our confirmation?

Essentially you will end up paying. The fact that your order was shipped through Tallinn will make no difference to any customs charges as they are applied to all ports in the country.

Also, you say your order was shipped LCL. This means that there will be landing charges and somebody has to unpack the container your goods arrived in and yes, you are liable for those charges. The amount seems a little high, although it is difficult to say without knowing the weight or cubic measurement of your goods.

Any customs charges will be easy to find out- you just call them and ask them.

the key is that delaying paying will lead to rent and storage that you will be forced to pay as well so act quickly :)

I think the responsibility lies with your supplier as the goods were supposed to have
been shipped on CIF Klaipeda basis. It would be best to have this matter clarified by
your supplier. Something has clearly gone wrong somewhere and the responsibility lies
with the shipper (ie your supplier).

US$770 for customs & clearance charges, etc seems to be very high indeed but as one
other person indicated earlier, without knowing the type of cargo and total volume/weight, it is difficult to comment.
