Different products may have different sample policy.
If possible, will you tell us what is your most-used sample policy? what products you are dealing with? are they expensive? why do you choose that?

I choose option 2. This makes sense for me most of the time when the sample cost is low. But I need to clarify that it really depends on the cost. If the items' cost is high so I have to choose option 3.
