Under FOB (Harbourtown) terms, who is responsible for BOOKING the shipment (making arrangements for the sea freight, NOT paying for it), is it the seller or the buyer? Thank you!

Normally the Buyer. In some cases, the Seller can inform the Buyer with which shipping company he wants to use

The Seller pays for all charges until the goods are on board the ship on an FOB basis.

Under FOB agreement, the Seller is responsible for delivering the Goods to nearest Loading Seaport or Airport. While buyer would be responsible for arranging the transportation from Origin Airport or Seaport to Destination Port.

Although the buyer pays for the freight and chooses the freight forwarder or carrier, it is still the practice of the seller to contact the carrier and book the shipment. Only they know when the goods are truly packaged, labelled and available at their loading dock and the documentation is complete and ready. Sometimes an appointment for pick up has to be made and there has to be a two way conversation between the shipper and the carrier to make arrangements for transfer of documents and goods.

The shipper should also send a message to the buyer to confirm the transport details, etd, eta, vsl, hbl etc. Doing anything less than this only makes the seller/shipper look sloppy and unprofessional.

Thanks for your well-formulated reply. I think what you describe is not common knowledge.

Besides mention above you may also choose another type of service door to door for example you may engage a forwarder whom they will collect goods from your office/factory and will handle everything untill delivering to your clients designated point.
In this way both you and your clients are using the same forwarder not only save cost but time and easy handling.
For instance if your clients have a different forwarder in their country there will be lots of communication needed and some times it took days to settle imagine if its a air freight cargo your clients will need to incur the cost of storage if goods are not clear in a specific period.
