FOB: who does booking?

Under FOB (Harbourtown) terms, who is responsible for BOOKING the shipment (making arrangements for the sea freight, NOT paying for it), is it the seller or the buyer? Thank you!

under FOB arrangment Seller is only responsible to deliver the goods to nearest airport or seaport and buyer arrange the freight from Origin port to Destination.
