Can somebody explain "MT-543 ICBPO" feasibility?

While we approached for leasing a BG, we were asked to pay by ICBPO.
I would like to know the viability, feasibility and risk of this.Some banks refuse to issue this.
What are all the safe methods for transaction for BG leasing.?
