how to do business without samples?

our products are special which are forbidden sent by express such as DHL ,TNT, UPS and so on.
so please help us, how to do business without sample?

Oh, it's gonna be a tough work, right? I suggest you to show your certification issued by some famous international organizaion, like wto or eu. Just to prove that your products are qualified in the global market.
Or give some examles of the old copartner you used to work with,or the old company you used to sell your products to. Of course, more famous more good. to show your power.
