Is Cibakut Jaya a scammer?

This man by the name Eduward Sentosa lists several digital audio recorders for sale at alibaba.com. After I wire transferred the funds to him, he emailed me saying that it would take a long time to process the shipping.
My bank was able to refund my money, less bank service/communication fees $61. I gave up because there was no way I could find out whether the sellers listed on this web site were honest or not.
