It depends on Contract. You should made a Contract.

By contract we refund the full value of the products but give no refund on any kind of fees or commissions .

This could sound bad , but please consider :

1) cutting expenses is a must for surviving in today's economy

2) in the last two years we have had only 4 claims and for 3 of them the buyers found reasonable our conditions of

refund . Only one asked for free shipping , we didn't give it to him , and we lost the client . The other 3 are still our valuable clients.

3) The shipping fee charged to the buyer was in a range of 3 - 8 % of the value of the defective items . from my point of view this is still a win - win condition .

I believe in working with high quality control ( so only few claims ) and cutting expenses .

it should be bear by the supplier if the mistake is done by the supplier  of which the items required by the buyer is specifically mentioned.

Supplier has to pay for his carelessness.  if damaged during transportation pls follow Incoterms.
