Master Bill of Lading is what is issued by the Carrier itself where as Forwarders Bill of Lading is issued by the Carrier's agent on behalf of the Carrier.

A master bill' of lading is issued by a steamship line, one that is operating a vessel or chartering space on a vessel. A forwarder is a non vessel operating carrier in that they buy container space from the steamship line and in turn they are issued a master bill of lading by that steamship. Forwarders then turn around and re sell this space to their customers either by operating a consolidated container with several different shippers or by booking a full container for their customer. The forwarder then issues a house bill of lading to cover one specific shipment transaction.

If no L/C or documentary requirements for the transaction is needed, their house bill set contains a forwarder's receipt which means that the goods at arrival do not require formal steamship release. If an L/C is involved in the transaction, then the forwarder or steamship line has to issue originals bills of lading which are title to the goods and are required for release at destination.
