So long as foreign buyers assume that China is the place to turn for low priced products produced in huge quantities then that is what the factories will turn out for buyers. The factories are merely supplying what the market demands.
Price vs Quality is a cultural issue.
Foreign buyers often push prices assuming that the quality will remain the same but the factory is accepting a lower price after negotiations.
Unfortunately for those buyers the Chinese factories are thinking in a different way. When Chinese factories face price pressures from buyers they tend to look for ways to cut down costs and this is often done to the detriment of quality. This is not a dishonest practice as the Chinese staff assume that everyone realizes that to be the case. If asked most people in China will clearly state that low price means low quality and high price means high quality. I do not agree that this has to be the case but I dont deny that this is the logic of the people we are buying from.
However more and more Chinese factories are switching off from foreign trade and concentrating on local trade. Some of these factories are producing extremely high quality products for customers in the local market that are willing to pay for these products. Sure order sizes may be much lower but business is more constant and margins are much higher. Such local buyers are concentrating on product at a fair price rather than some foreign buyers that are looking only for the cheapest price.
So the quality of the product you get is up to you as the buyer. If you are clear about what you can and cannot accept, and as long as you understand prices, then you can negotiate the best price for the quality that you are seeking. If you push for cheap prices then you need to understand that the Chinese sellers will be assuming that you can accept lower quality.

Products are being produced in bulk, prices are lower and quality is not up to the mark! Quality can not be maintained with dirt cheap prices!
