In my opinion,the best way to judge supplier are below:
1.check out their company adress and contact way.most reliable company have their own website on the internet.such as in Alibaba.com for Gold supplier!
2. use google to see if there's some track about the company
3. take more time to communicate with them to see if they're familiar with the products you're dealing with.
4.give them a ring to have some information.
These are some ways I experience by my business with my comstomers as I am a supplier for multi tools and hardware tools! he he!!

BUYER SERIOUS?
To judge if buyer is serious or not: Serious buyer is always persistent, they will spend longer time with you and ask many questions about everything, the product quality, test certificates, the shipping weight, packaging and documents or approvals by Classification Societies.
BUYER TRUSTWORTHY?
This is more difficult, as in many cases in our business deals, we only trust the customers who have good track records of payment, which is the main issue in the matter of trust - money. The local customer, whom we can check their credentials, authenticity and know them personally. We give them Credit Terms of Payment for 30 days. But we never give any foreign company any Credit Terms, even our suppliers do not give us Credit Terms.
SUPPLIER SERIOUS?
Suppliers must be serious if they want your business. Every inquiry will be answered, quotation has to be given to an inquiry within 48 hours. Suppliers who are serious in the business are aggressive, and hungry to make the sales. They will give you their answers to all your questions, and they will take the pains to provide the Technical data such as Specifications and Applications. They will also inform you of its limitations.
SUPPLIER TRUSTWORTHY?
No Chinese company gives Credit Terms, even after dealing with them for so long, they still insist on Payment in advance by telegraphic transfer of funds. The crucial moment is to decide if you are willing to take the risk to trust them by sending your payment by t/t before seeing the goods. The choice is not to your advantage, and you have to trust the supplier. First by giving them small orders, of less than USD10,000.00. For large orders, pay by Letter of Credit, than to risk the non returnable T/T.

Replying to [Admin]: For my company who is using www.sourcingreview.com, we can easilly see if a supplier is legit/serious/trusworthy.
All serious buyers can go there and rate chinese suppliers like we do. Please note that it works for all asian manufacturers.
It's a kind of system like Ebay that we have been waiting for years...
I like it because this website is driven by us (the buyers) and according to our experience, there is no spam from any chinese manufacturer/ So it's safe and we don't waste time.

Also shows how many years in business
Valid Insurance Coverage(Their Agent Faxes it to you).
Taxes are public record(Shows Actual Purchasing Power)
Knowledge of their field is gained in conversations.
Google the name of company and owner if a lot of references show up they are at least a real company.
References of verified customers or verified and happy distributors is hard to fake!
All calls should be returned in a timely manner. This shows the organizational skills of the person you are dealing with.

If the supplier is a Chinese company, my experience tells the following tale:
Companies with which orders placed this year: 7
Of these 7:
Excellent service and quality:2
Poor quality of goods and/or service:3
Outright thieves:2
Contact me if want the names of the thieves.
I will continue to trade with the two good companies, but will not seek any new suppliers from China, it is a very risky country with which to do business.
