The answer to this question is yes. If you wish to contact a member that is not signed in:
Click the TradeManager logo either on the search listing page or within their website Your request to be added to their contact list will be displayed the next time this particular member signs into TradeManager.
When you try to contact a member that does not have TradeManager installed on their computer, you will be given the choice of either inviting them to install TradeManager so that you can send them a message or, alternatively you can send them an inquiry/quotation. To invite someone to install TradeManager:
If you wish to simply send an inquiry/quotation to the supplier's or buyer's email box, click on the Inquire Now button.
