What does the market price of Scrap Metal really mean?

I am currently buying HMS1 and 2 in the US from brokers C&F Chittagong Bangladesh.  I want to move from using an agent to purchasing the material directly from the yard and using a freight forwarder to handle the shipping or open an account with a shipping company my self. 

My question is: based on the prices I am seeing for HMS1 and HMS2 on the scrap metal indexes, there is no way I can even come close matching an existing deal I am buying C&F.  What do these index prices represent?  Is it the price for a person coming in off the street and buying direct from a supplier?  Once I give the supplier a booking number does this price include him picking up the containers from the shipping yard, loading the material, and sending the container back to the shipping yard? 

I called a direct supplier on the east coast and told him what I was willing to pay/MT and he indicated I was not even close.

Any direction would be appreciated.

When you buy C&F is not your responsability to give a booking no to the Seller.
You need to make the insurance and pick up the goods in unloading port.
