, seems little strange, but this is only the copy of passport and driving license, would they use them to cheat other ones?

No legitimate seller would let a new customer in a foreign country pay for goods after they receive them. This is just commonsense and the suggestion that these terms could be acceptable should have been your first warning that this seller was not legit.
For what purpose would a seller need the documents that you sent them? The only purpose would be identity theft so my advice would be for you to contact your local authorities and see if you can cancel those documents and get new ones with new numbers in order to distance yourself from the ones that you have now given out to be sold off to the highest bidder.
