What should we do with our exportation without certificate?

Our company is a very big waterproofing materials producer in China. But we do not have many customers overseas. Because there are always customers ask us, do you have related certificate like ASTM or CE?
Our manager's answer is very simple, since you have no order, it will be useless to apply for the certificate. But the question is, without certificate, it will be very hard to get orders.
What we should do? It seems very difficult to develop business now.

Apply for the certificate,it it the game rule.No pain no gain.

Send your company details, along with required samples to get ISO, CE etc certifications.

I think there're so many companies in China who don't have certificate.Maybe you can send some samples to customer to let him know your products are of good quality.
