is a SBLC as per ICC format 458 tranferable to a third party ?

Does anyone can tell me if an SBLC ( standby letter of credit ) as per ICC format 458 is transferable to a third party ?
I thought that a SBLC is not tranferbale, but have heard some contradictory statements lately.
