They are willing to pay for sample charge, but our factory didn't have a price list for samples. So we offer samples for free while they pay for the the express fee.

As our experience, the client would like to learn all detail information of the product he interested ,also including the price.If overall is satisfactory, they would ask samples.if just download the image and ask for sample, quickly?but never mind , fostering own customer need long time,keep connecting.

To increase your chance to get a deal, ask your partner if he is satisfied with the sample, what is his opinion about it, and ask for his ideas on how could you improve your product to meet his demands. Express that you really care about his opinion.

On alibaba it is an established comment that also applies worldwide
You send sample(s) for free while buyer bears the express charges.
When you have done this
Do your due diligence.........Keep in touch with the customer and ask for the feedback on sample(s).
Sample(s) good enough and buyer genuine and you are in with a chance for a deal.
If someone ask for the sample that mean they want to check your quality and ability to produce certain things, most time people demand for free samples but some people abuse this system like some fake company will ask you for the samples and will never contact you back once you send your samples, so I strongly recommend you to check the status of that company like if it is real company.
if you have good quality and competitive price then chances for getting trial order or a big order increase so it really depend on your quality and how quick you are. Mostly people like the manufacturer who are punctual of time like you ship items to them on right time. Anyway for getting order I would recommend you to provide best quality on competitive rates because good rates always attract buyers.
