The buyer must issue the ICPO himself - if they do not know how to do it then better let this buyer go because he will never buy. Then after the buyer send the ICPO to the seller he ( the buyer ) gets the FCO from the seller.
It seems that you are trying to get into the commoditiy business - One good advice don´t start looking for buyers if you do not have a really good supplier.
