Recently we located one Russian bulk seller for 15000MT HMS 1/2. One of his terms is odd. He looks for 1.5 USD/MT upfront payment for Russian Joint Stock Railways even before placing 2% PG and opening L/C. This is for transporting goods from yard to port under some current law and getting some confirmation letter from Railway corporation.  I would like to know our members insight on this.
