We have a principal in India that supplies Brass Strips/Foil to the Philippines market and would like to buy back the scrap generated by endusers here as long as quantity accumulated is at least a container load.

We have done the export deal once and find that the Indian government has very strict regulations on scrap importation. We attempted to export the scrap again to India but we are finding it increasingly difficult to deal with the import regulations, specifically the pre-shipment inspection required by the Indian government.

My question is, can you please advise website where I can get listing of all the Inspection Agencies that are accredited with the Indian government? There is some confusion on this as we were advised by the last inspection agency we worked with that they are no longer accredited.

It seems to be nothing but brokers claiming that they have supply but when it comes down to a yard inspection it never happens. In fact it has happened to us so many times we have gone to a policy that we wont even sign contracts without a yard inspection pre-contract. We then sign at the yard and open the L/C within 24hrs. We have done this with non-Alibaba members to some success. Do you have any tips for finding true suppliers? Our company represents a buyer with access to over a billion dollars ear marked for buying used rail and scrap and we cant find a single real seller of either on here. Or if they might be real their procedures are so restrictive we cant even do business with them. They'll want us to give them all the information about our buyers, banking etc but wont tell us where the rail is, who owns it etc. Any advice would be wonderful. Real sellers that can extend a yard inspection with contracts signed at yard and can accept a non-transferable L/C would be even better.

I have done non-ferrous deals for my clients in the past.
