I don't have an answer for yuor question. I just simply noticed that Mexico and Peru are heavy exporters of White Onion to the NY market. Those countries have crops almost all year round as the produce is grown in differenet parts of their territories. I f you need to buy to sell in Europe or America, I may be able to get you some quotes from peruvian companies.

rabi season is most suitable.

Harvesting : the duration of local varieties is usually about 5 1/2 month i.e. about 45 days in the nursery and 4 months after transplanting in the field.

We have imported the white onions from India, i'm interested on import next year, but the quality of worker are not good, the weight are not regular, the onions are white, pink, green black .. [em8] the quality are cheap.
