Rules for mobile phones and laptops on Alibaba?

The rules say that no suppliers can sell refurbished mobiles or laptops on Alibaba?
I have found some that do this on Alibaba and have told Alibaba many times, and they say this on their prduct discriptions so why is Alibaba saying they can not do any more, it's ok to sell these on Alibaba when the rules are clear.![[em10]](http://img.alibaba.com/images/eng/style/icon/emoticons_silly.gif)
