Quota system is process to limit the particular commodities in the respective countries. It's mean that a limited number of quantities of a particular things would be allow to Import or Export from or to the respective country.
For Example if US is allowed to Import only 5000 meters of fabric in a financial year called "Quota System". They will not allow to Import more than fix Quota of 5000 meters of fabric in a year.(You have to check with US consulate for exact Quota for a year)
Simply it's "Anti-dumping" policy.
