Replying to [Gngm]: No, this is not a big order. However, any seller who is not willing to work with you without upfront fee should sound suspect. After you sign contract and issue BCL, there is no need for you to pay upfront. All Transneft fees should be paid after initial delivery.

Replying to [Metta]: I am not sure what you are asking for regarding the FBI report. Please refer to the first article and read through the replies to get a broader idea of the problem.
Off course, there is a Russian state company called Transneft. Their website is readily available to anyone.
With respect to Transneft fee, we are saying that there is no reason for a serious seller to request upfront Transneft fee payment because there are quite a few scammers out of Russia whose business is solely to scam buyers from these Transneft fees.
Any respectable seller should accept payment of these fees after the first delivery and payable as part of the DLC. Once the buyer present his solid POF, there is no reason for the seller not to pull the right paperwork from TRansneft to consume the deal. The buyer should not have to advance any fund especially there is no way to verify any of the bogus papers presented by these scammers.
