Can Engineering services be franchised?

I am working on an idea to franchise ESO: Engineering Services.
Piping, structural, civil, instrumental, electrical, mechanical, CAD drafting and design.
Due to lack of skilled resources in some countries and the increasing demand worldwide, it may be convenient to franchise these services by setting the appropriate IT and communication infrastructure, training resources, managing and quality testing.
I am open to suggestions and potential angel investors.
I have done an important research on these area, have important contacts with leading engineering firms to supply these services.

Actually you can franchise anything as long as their a demand for it but your idea is already being franchised by the Bowler Geotechnical Group.
But if you have identified countries with these needs why would you not set up companies in these countries to develop the profits for yourself?
