urgency: import licence required for importing lady dresses from China to UK (How does it work?)

I am living in UK and intend to import dresses (duty code 62044300.90) from China. I have been told that I need import licence. To get this licence, apparently I need an original export licence from my supplier in China as a support.
Anyone here can help me and explain how does it work. In my case,some dresses need quota, some don't. But they all under 62044300.90. So do I need to apply for import licence for both of them in UK?
Also My clients in UK order dresses from me once in a while, and only 1-2 pieces each time. And because the dresses are mostly made to order in China, therefore I only make order to my supplier after I get the order from my client. The question is that, do I have to apply import licence everytime where I import or I can do it once in a year, then each time when I import, I take away the quality from my import
Hope my questions will not be too confusing to you. Any information about import licence for textile from China to UK will be very helpful for me

Replying to [ninilisa]: I have an export office in Italy and I understand your position, BUT try to get the humor of any european manufacturer....very low low low and more than 60% closed down. What can we do. We have to import or we have to die. This is the problem. I wish you all the best, anyway.

Tip1: Check with UK custom authorities(local is better);
Tip2: Check with any local custom brokers if it's the case;
Tip3: Check with your shipping agent or forwarder who should have such kind of service to clear custom;
Tip4: Check with your Chinese suppliers for how? price? policies?
Tip5: Post more questions on more forums;
Tip6: Go to Google to check if you're lucky enough to get the specific reply;

There are restrictions on importing textiles to the UK from China - the classification list is long and covers most clothing. A quota has been set for this year, which may be expanded with the introduction of newer EU member states later this year. In order to apply for an import license you need to state the quantity you plan to import for the year and provide export license number of your Chinese supplier. I am researching the same problem. I would be happy to import from elsewhere if I can source the products I need at the same price from else where. I am looking for Ballroom Dresses, Latin Dresses, Ballroom and Latin shoes and other Dance wear. So lady from Portugal or folks in India if you can help with this send to whitereef@ntlworld.com.

Replying to [ninilisa]: As per my experience all dresses is under quota but not expensive quota , if it is bulk qty then chinese supplier need export license , if not bulk he can despatch by normal post to yr address , then yr post office will call u if they think it is taxable items ( no need import license ) either they will delivered to yr door as per yr address. If qty is bulk then chinese supplier can export through their Government Own Local export-import corporation , then will send to u alongwith :
1. Invoice - 3 copy ( Endorse by chinese customs )
2. packing List : 3 copy ( Endorse by chinese customs )
3. Country of origin certificate by chmaber of commerce and another export dept.
4. bill if loading (negotiable copy and non-negotiable copy 3 pcs ) ( ocean or air )
5. additition : export permission copy by l/c negotiable bank.
above all those documents are the documents for uk customs to clear the goods by receiver's clearing and forwarding agent , receivers can releae the goods by his export license or by his passport if he could travel to china or can clear the goods through his clearing agent .
this is the procedure ( custom law ) all uk and previous uk clonial countries

Replying to [ninilisa]:If the quantity that each time you order is small,as within 10pcs,you may ask to sent through courier as sample order,and it is unnecessary to require the quota.For bigger quantity,your supplier will provide the C/O to you.

Replying to [ninilisa]: Dear, Why you go to China or Pakistan or India or anyother country because most of the country give you GSP FORM A where you have to pay tax but if you import from Bangladesh then you don't have to pay any tax which is 0 tax from Bangladesh. but i really dont know how to go about it????????? what all license i reqire or approval from the govt is reqiure...........
