urgency: import licence required for importing lady dresses from China to UK (How does it work?)

I am living in UK and intend to import dresses (duty code 62044300.90) from China. I have been told that I need import licence. To get this licence, apparently I need an original export licence from my supplier in China as a support.

Anyone here can help me and explain how does it work. In my case,some dresses need quota, some don't. But they all under 62044300.90. So do I need to apply for import licence for both of them in UK?

Also My clients in UK order dresses from me once in a while, and only 1-2 pieces each time. And because the dresses are mostly made to order in China, therefore I only make order to my supplier after I get the order from my client. The question is that, do I have to apply import licence everytime where I import or I can do it once in a year, then each time when I import, I take away the quality from my import

Hope my questions will not be too confusing to you. Any information about import licence for textile from China to UK will be very helpful for me

The quota and licence requirements are two different things.

Certain commodity codes may require you to obtain an import licence. You can contact the Department for Trade and Industry (DTI) in the UK and quote the commodity code to determine if you need a licence to import that item. There is probably more information on the DTI website (search DTI) and there is also information on import / export at www.hmrc.gov.uk.

The quota system is a trade quota whereby, across the EU, a certain level of goods under certain commodity codes can be imported at reduced rates of duty. This quota is used on a first come - first served basis across the EU generally. Once the quota has expired or been used up, the normal duty rates will apply. More information on quota's can be found at www.hmrc.gov.uk and how to benefit from the quota....I understand that in some instances you pay the full duty on import and then make a claim for the excess duty above the reduced rate.

I am not sure how to find quota details...but I'll keep looking.

I checked DIT website and called them for more information. Basicly regarding to import textile from China to UK, there are totally 10 catalories' of items need import licence. For example, lady dresses which are made of cotton or man-made fabrics need licence. But if the dress is made of silk, then it doesn't.

Usually supplier will arrange the export licence for the clients from the original country. However, they will not be willing to give out more quantity quotas than the actual amount of ordering.

I need to check the export licence side - that is a bit trickier but regarding the quota, it is indeed a quantity quota but what is says is that X number of units of Y tonnes of whatever it maybe, can be imported into the EU, in a certain period of time at a certain rate. Once the period expires or, a quota quantity has been used, the normal rate of duty applies.

I would also add that a best bet for you is to contact and ask a Freight forwarder?

Yes, you are right. If you import from China, you shall to get the textile licence. The Chinese exporter will supply you this textile certificate but they will add the cost of the licence and the product will be expensive for you.but if you import from Pakistan, nosuch Certificate is required for you. Because your order is soo small, it would seem in your best interest to order the dresses from another country (Philippines, Thailand, Portugual, or Pakistan). Your volume is too small for the time and trouble it will take. This is a clasic case of working smarter and not harder and you will achieve the same results.
