Used Rail from South Africa

I have three Asian buyers seeking to purchase Used Rail for annual contract. I received a reply from a supplier stating that he has Used Rail in stock and ready to export. He is located in South Africa. As I know, steel scrap export is prohibited in Nigeria. Does anyone know if the Government of South Africa also prohibits the export of steel scrap? I was trying to find out the answer on the internet, but no luck. I already requested the supplier to provide past B/L or SGS for proof, but I haven't receive them yet. He only sent me a document called Survey Entry Report which doesn't really mean anything. Ladies and Gentlemen, please kindly reply if you've got the answer. Or, if you're a reliable supplier of Used Rail, welcome~

Hello Mr.S, regarding South African rails, if you mention the offer of this "brother" of minister it is 100% a fraud.
I have been in touch with him for 2 weeks and he sent me documents:i check them directly with some friends in SA and they are totally false.

2. Visit the site. make sure what they are offering is correct.
3. Seller side should provide Govt certificate for this cargo is
allowed to ship.
4. Open L/c at sight with special clause. the clause should be
the L/c will be operative subject to 2% profomance bond,
because after confirming the order and opening L/c, if the
supplier do not honour the word, Who will pay the L/c opening
banking charges etc. to safe guard that 2% P/Bond must.
5. Most of the seller asking Advance payment by 30% to 50%
should not be allowed.
If any seller willing to give 2% P.Bond are considered as Geniune.

Yes I have been in tourch with a minister in my country and I can confirmed no scrap metal is allowed for export. For the rails, it is being sold 2 years ago and with special permit that done between Government - Government. Not the so called donkey posted on net that they have the required documents..

Hi I live in Swaziland ( next door to RSA) and once worked for one of the MACSTEEL group of companies in Swazi. As far as I Know there is no restriction on the export of scrap steel from RSA. RSA is one of the largest exporters of Iron ore which earns more profit than processing the steel locally and it's cheeper to import processed steel sections than manufacture locally. However I can not give the thumbs up for your contact without knowing who it is.
