Should I send an invitation letter to Nigeria?

received a inquiry from Nigeria some days ago,after quotation,the man required me send him a invitation letter ,some exporter from China suggest me better not.
is there some body can tell me what responsibility will i take if i send this invitation letter??

It depends on your communication with the Nigerian customer, whether he is serious in doing business.
One boss in my city once invited a Nigerian to China, and he did not left China after expiry date of his visa. Then the governmental office put the boss's company in the black list - in addition to a penalty of thousands RMB, any applicaton for invitation his company would send to other customers were refused within 6 months.

The question I have to ask you is, in your statement you made a reference to "the government", who put the boss or the company on some "blacklist"?. I don't what this means, a "blacklist". What does that mean when the government puts you on a black list, and what part or department of the government was it that put the company on the "blacklist"?. And also you made a reference to a penalty of thousands of RMB's. What does RMB stand for?.
