That is a very broad field Gavin.  But here are my thoughts as I have them layed out for my company.

Purchasing/Procurement Manager

Role

The role of the Purchasing/Procurement Manager is to plan, execute, and finalize purchasing and procurement strategies for technology spend across the organization. This includes acquiring resources within budget and facilitating communication between the enterprise and its providers in order to deliver products and services according to plan. The Purchasing/Procurement Manager will also define the objectives of products and services in order to oversee quality control throughout their lifecycles.

Responsibilities

  1. Direct and manage sourcing strategies from beginning to end.
  2. Define purchasing recommendations that support business goals, in collaboration with senior management and stakeholders.
  3. Monitor and analyze trends in company spending and inventory control in order to make recommendations for the future, and to identify areas for possible savings.
  4. Develop, establish, implement, and enforce supplier and outsourcer guidelines, obligations, and service level agreements to the organization.
  5. Develop and implement all purchasing policies and procedures, including those for equipment, hardware, software, and service provision, in conjunction with department leads and department-specific requirements.
  6. Analyze trends and market conditions for the present and future pricing, availability, lead-time, and capacity of goods and services.
  7. Negotiate pricing, terms and conditions of sale, and warranties of goods and products with key suppliers and vendors.
  8. Negotiate pricing, terms, and conditions of contracts with contractors and/or service providers.
  9. Interview, identify, and qualify potential new vendors or suppliers in order to secure more cost-effective sources of products and services.
  10. Monitor vendor, service provider, outsourcer, and/or contractor performance to ensure quality of service.
  11. Manage procurement team staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions.
  12. Develop and deliver purchasing and inventory reports, bid proposals, requirements documentation, and tender documents.
  13. Practice asset management for IT hardware, software, and equipment.
  14. Establish and maintain regular written and in-person communications with the organization’s executives, department heads, and end users regarding pertinent sourcing activities.
  15. Effectively communicate procurement strategies to team members and stakeholders in a timely and clear fashion.
  16. Draft and submit budget proposals, and recommend subsequent budget changes as needed.
  17. Where necessary, develop and implement plans to auction, recycle or otherwise sell obsolete inventory and equipment.
  18. Where necessary, coordinate delivery, installation, and storage of office equipment, furniture, and other collateral.
  19. If possible, standardize equipment to lower total costs.

As you can tell IM in the IT industry but I believe that most all of these points cross any field.

Now If you were to ask me what or who I think makes a good sourcing manager/agent that is another set of parameters.  Becuase I personally believe that not just anyone can do this job.

I think there is a difference among the sourcing and the purchasing manager. The sourcing manager is specialized in finding new suppliers of often obscure or unknown products, in finding manufacturers for OEM or ODM products, and find service providers to help the company's operations. His duty is to negotiate the conditions with these partners. His task resembles more to investigation. A sourcing manager has a vast library of catalogues, is aware of all trade events, and has a huge network of contacts. He is prepared to find a supplier of a certain product and negotiate the conditions in a very short time. Sourcing managers are typically employed at trade companies.


At the same time the purchasing manage is more involved in the daily operations of his organization. His duty is to secure the supply of products and services from existing suppliers or providers that are necessary for the operation of his employer. The purchaser is also responsible for the logistics of the products, not only shipping but also warehousing and incoming/outgoing order processing. He is aware of the processes at his company, and the timing the flawless operation necessitates. He is more a logistics expert. While he is aware of manufacturers of substitute products, it is not his task to find suppliers outside his normal process requirements. Purchasing managers are mostly found at manufacturing or processing companies.


I think there is a third type of buying, procurement, which deals exclusively with the needs of the operational/manufacturing process. I also think that only very big companies can afford such specialized personnel, and in most cases these roles are not so clearly divided, crossing over to each other.

Hey, Dude, Your answer is excelllent, but most of employers would like to combine those two roles into one in order to save money. Do you agree. anyway, Thank you..

Yes as you see I also had the opinion that the roles are mostly mixed up, so you see I agreed. However I had worked at a company earlier where there was specialized sourcing and purchasing (a retail chain looking for new suppliers and also goods and material for daily operation).
