When we can ask the NCND to be signed by the seller

Dear
Please let me know when we can ask the NCND to be signed by the seller , i mean after icpo or before FCO to be signed .Please tell me step by step work which an agent has to do.And if we find there is problem going on between both the parties i.e the buyer and seller what is the procedure to block the payment.You mean to say there should not be any kind of converstation between both of them untill they sign the NCND? right OR somehting else it is ?But in the NCND there would be address details of the buyer if i am not wrong in that way while signing the NCND by the seller he can see the details of buyer in that form .Please guide me dear by reverting me at my email id
