I can think of two possibilities here:

1. Your price is not as competitive as you think it is; or

2. There was nothing at all wrong with your product or price but the customer is not ready to place an order with you.

To make sure it is not number 1 you need to check what your competitors are offering and what prices they are asking. You need to try to determine what level they are producing at quality wise for those prices. You should also try to work out whether they are offering any packaging advantages to customers via smart packaging that could increase pieces per container. Finally you should be checking to see whether your MOQ and lead time for delivery is inline with other suppliers.

Competitive price is not just the on paper figure - but all of the things that relate to overall costs that the customer then divides into the final price.

If it is the second issue then there is not a lot you can do. Perhaps the customer was not a legitimate customer but just wanted the sample for some reason. Perhaps the sample quality was not at the level the customer was expecting and they thought the easy way to refuse an order was to mention price. Perhaps you were slow to deliver the sample or sent the wrong color or something and this displeased the customer.

Then again perhaps your samples were perfect and the price very good but the customer is just not ready to order or unwilling to commit money for the MOQ that your factory requires.

As you can see there are many reasons here and only that customer can tell you the exact reason. So perhaps you can ask them for further information as it will help you evaluate how to improve your products and services.

If you think that you have given competitive  prices and even your buyer is saying that its too high then you can ask him his target prices, if he send you his target/required prices then you can consider that buyer some what genuine who really wants to buy. And after receiving his target prices you can compare yours and can analyse.

Sometime in order to get discounts the buyer always says so..and it also happens that buyer wants to bargain with existing supplier on the ground that other supplier is providing at very cheap rates.

For the customer the total cost is far more than your price. For example, 5 USD FOB Qingdao does not equal 5 USD FOB Hong Kong, as the difference in shipping can be as much as 15-20%. Also you may check if there is any ADD (anti-dumping duty) in effect against your product which makes the imports very expensive.
