I want to sell some chinese mobile phones in RUSSIA and my contact over there tells me we need a certificate of communication in order to sell them. I'm not that sure, can you please help me? Anyone from russia here or anyone that got some chinese phones into russia?

Your contacts from Russia were right. You can't sell mobile phones in Russia without certificate. Certification process for this kind of items in Russia is quite complicated. This is the reason, why Chinese mobile phone manufacturers didn't enter Russian market. You have to invest a lot of money in two main things:

1. Certification. By the way, you should get certificate for every model, which you wanna sell here.

2. Repair office. Nobody will send broken phone to other country. So, you have to let people to come somewhere in the city they live to repair it.

Another important thing is customs clearance. Have you already decided how to import your phones to Russia? It's not that easy, beleive me.

Frankly speaking I saw some Chinese mobile phones here in Russia. It was dual SIM-card phones and TV mobile phones. But all of them are not 100% legal.

Russia is said to be Europe, and the certificate is need.

Russia custom is very strict to electronic items, and also have limit on quantity, if you don't have special relationship with your custom, you'd better give up the idea. your custom rule would make you crazy.

I think what he refer to is the license in Russia to import mobile phone. Just like in Singapore, anyone that want to import mobile phone for local sales or export need to apply for a license. You may want to check with your country (Russia) telecommunication body with regards to the import of mobile phone regulation and requirement.
