Is it legal to import housings from china. US market is flooded with generic housings - made in china. Is there any duty or tariffs? Can it pass customs? How one should go about importing it?

The duty was free if you buy small quantity.I am not sure if it is legal because if there is brand pressed on the housing,it is probably illegal.If there is no brand,there will be no problem.
