On cowhide boxing gloves the duty rate is 12.6% HTS#  4203.29.05

Cycling gloves HTS  4203.21.20  3% Duty

Other types of gloves is going to be how they are made lined or unlined what that lining cosists of.  The duty on those items will be 12.6% to 14% if made of either cowhide or horsehide.  But still fall under HTS classification 4203.00.00
