If you are a new importer to send some sample orders from China by air or by express, here I would like to tell you how to measure the weight:

when shipping lightweight, bulky packages, use the formula to help you to determine their volumetric weight. Airline charges are based
on a minimum shipment density. The greater of the volumetric weight or actual weight of your package will be used to calculate your shipping cost.

L X W X H (CM3)
------------------------= Volumetric weights (kgs.)
6000

ANY food product will need to be passed by customs, which is what I think you were being told. There is extra paperwork for many products espcially food/ drugs. "General" goods are fine to ship via normal post office, but be sure to mark the customs forms as "SAMPLES, NO COMMERCIAL VALUE".

It is also a very good idea, esp for light/bulky products like Jasmne mentions to make sure the post office of the RECEIVING country will accept packages of the dimensions you have. They vary from country to country. Best to ask your buyer what the dimensional limits are for their country (and actual weight as well)
