It all depends on the system.

If you are accessing the INTERNET with GRPS, which is the narrow band system takes a long time to download, then it will be very expensive to use it to check your email by the cell phone.

Here in Singapore, the Government is encouraging Networking and Internet useage, there are many stations providing free access to the Internet via Wi-Fi links. These are free connections, but it is not free to the Service Provider.

Every email can be access through the Web or HTTP Resource Interchange. There are free emails provided by hosts such as HOTMAIL, GMAIL and YAHOO! which mailboxes are in the WWW website. But there are emails by subsriber Service Provider, and they are also available on the WWW URL.

So, to conclude, it will be best if the email access if free, but there is nothing free in this world, to have the broadband access, the system has to be able to cater for the high speed in Mbps. Minimum requirement for a Video Streaming is 300Kbps. One can not achieve this speed if the traffic is high, and the Gateway is jammed. But here we have the 3G Network which can promise the high speed Internet communication.
