Not sure if you mean billing for the courier service or the sample.
Anyway, for courier service. I suggest you to ask the customer for their courier account nr. And check if the nr. is valid before you send the sample out. Courier freight collect is better than asking your customer to pay you the freight. If they check the cost online and found it different from your quote, they might think that you are cheating over the freight. However, if your customer refuse to you their courier account nr. I don't think this customer is scincere to do business with you.
For sample fee, depends on the product. If its cost is more than US$5/pc I will charge 150% of its original price. If less than US$5, the sample (1~2pcs) usually for free.

Jest inform the buyer nicely they have to pay for the courier freight charges costs. If they decline your request, it is clearly they are not genuine buyer. They are jest sample hunters. Ignore them. Buyers must be made committed to pay for courier freight charges costs for your free samples sent to them.
