I have also faced this problem, the customer contact with me for more than 20 days,
and often let me send the PI to him, but at last he escaped. i also want to know the reason.

Our product is ladies underwear. One Indian customer send me three pieces bra and wanted us to make products for him.
He gave me a target price, but the price is low, but I accept for further business.
Though he insisted in our making products for him, he has no size specification, there's no way for us to make products without size specification. Size requirement varied from different countries. He even don't know which sizes shoud be made. We can made 30AA-42F, there are too many size, we can not make so many size in such a low quanitity. (5000 pcs for four color, 2 styles=625pcs/color/style)
Then many problem approach and we can not settle it. At last, he asked me to send the samples to another agent, he said he would change agent. It is okay to me, at least that means the end of my headache.

I get the same experiences. Here I want to talk something about China and India. I think there are many reasons.
Firstly, Both China and India are developing countries. Both have a great population. Both are developing fastly these years. So we are similar in Economic structure but we share the same bread in the world. The national CPIs are near as well, although China has a little higher CPI I think. Cost of most traditional products are in the higher side than those made in India so far.

Secondly, Office Furniture belong to traditional, low tech. goods. We dont have many advantages for oversea business,especially for business with developing contries or poor regions. You can imagine, how much will it take if they make same products by themselves. And how much can they get yours after pay local import tax and value added tax.
Besides, China and India confront many difficulties in other areas as well. We cannt cooperate in many Areas.
