I encountered one supplier who rejected payment via Escrow and L/C, but prefer to be paid via Western Union, TT or Bank to Bank. His reason is the trading value is too low.
FYI, the total trading value is about USD 1000.
Can we accept such excuse?

Yes, it's make sense beside the LC cost too high and documents treatment is more complicated eventhough it's the most secure payment for supplier.
You are Lucky! I think buyer is better not to choose LC, because it's tends to guarantee payment for supplier.

It's normal for them. because the amount are small.
it's not enough to open L/C or through Escrow.
you can negotiated with them 100% by advance T/T before goods are sending out if you are believe with them.
because it's very strict for foreign currency coming in at bank .
You can make sure their goods are ready before you are transfering the money to them.
