Can anyone tell me any details about the AQSIC certification that foreign companies are required to get from Chinese customs to export waste / recycled materials into China?

I have contacts in this industry in both Australia and China (ie. Australia suppliers, Chinese buyers), and are looking to start an agency in this line...but can't find out the details about this certification.

AQSIQ is a certification for foreign exporter who would like to export plastic scrap to China.
The organization who issue AQSIQ certificate is located in Beijing.
And without AQSIQ certificate, the shipment of plastic scrap cannot be cleared out in China ports.
I have heard that AQSIQ has closed down the application until further notice
