I think you post this question in the wrong site. The majority suppliers in Alibaba are from China. The price for cement powder from China is relatively expensive now as there are high demand within China. The country that you should approach is Dubai, where they have enough stock for your need. Once you found the right supplier in Dubai, you can ask for CIF price to have better idea how much that will cost you.
