It's hard to imagine the reasons of people I don't even know, but most likely there is more than one reason. It could be the price indeed, it could be that your quality or form of payment don't convince him, he might believe you are a scammer, and sometimes it's something quite different, like being afraid of communication problems.
In fact, one time i had contact with a company that _seemed_ to have the right quality at the right price, but I never found out, as it was impossible to communicate with the sales personnel. How could I buy from somebody who doesn't understand me and who I don't understand?
So what's the problem in your case? Impossible to tell! Though the examples above might help think about the customer's situation, and then you look at what might be wrong on your side, and how you could improve.

The quality and payment way is one thing we should deal with first.

Quoting from [Street Smart]:Simply put, be humble and honest ^ ^ I always did that, and most of the time even if they are not buying after i gave them a quotation, they will tell me they aren't buying and they will give me the reason why. At least i know the reason and i can improve from there =)
Dear Sue,
I have been a Salesman and I know what it is like.
Being a salesman behind the computer is entirely different from a counter sales person, who faces the customer face-to-face and speaks to them. For there is a distinctive advantage of body language and eye-ball contact together with show-thing, or demonstrations.
A behind the scene sales person should learn the skills of communication off-line and over other media. After receiving an enquiry, which is the first step to a sale, you have to make your quotation as presentable as possible, do not assume anything about the knowledge of the customer over your product. You have to make your specifications right, show him/her a picture of the product, give dimensions, weight, and define your payment term and delivery time. If your product has any class approvals, make copies of the certificate and send by email. Always followup after the sending of your quotations. Use other method of communication, either by phone or fax, or even SMS to follow up, ask if s/he has received your quotation and ask if the product fits his/her requirement, if not what?
