If you are looking for cell phones, the best place what I can tell you is in south chinese cities such as Shenzhen, Guangzhou, or Ningbo I think.. coz these are the places which are the best places for electronic appliances.. further you can search the sellers on alibaba and you will have more idea.

For the minimum order quantity, it depends on the seller what he has the minimum order quantity offered. As sample shipment usually 200 or upto 500 is enough but I am not sure about this.. better you order a sample shipment for less then upto 100 pcs..

If you don't have your own company, it doesnot matter.. the sellers always will prefer if you pay them money and they will sell you the goods..

For shipping proceedures, you can ask the sellers to send the goods to you on CIF basis.. in this condition the prices are included of shipping charges, cost of goods and insurance also... usually it is a routine for chinese suppliers that they offer CIF prices..

For return policies, you will have to negotiate with the sellers... obviously every seller will give you the assurance that his products are best and you will never have any problem.. but it is good if you discuss this point with them and mention in the sales contract..

THE MOST IMPORTANT THING..
first you try to find the sellers on alibaba or by other sources.. donot make any financial transaction, until you are 200% sure that you will get the things for which you are going to pay... better ask some local agents in that city to work for you.. if you have any friends over there that is the best.. agents or your friends can go to check the company and inspect the goods....

Ok....

1.) Any phone you get from China will be either non-branded or an illegal copy of a branded phone unless you have credible evidence that you are buying directly from the Brand Name company on an FOB basis or you are buying from a licensed reseller.

2.) Generally speaking, if you ask this question it means you do not want to invest a great deal of money in products that you can't sell. This means that you have a somewhat limited ability to buy direct from the manufacturer and should gear towards a US distributor. The minimum quantity will be comparable to the US distributor if you are looking for less than 5,000 pieces (the usual factory minimum for a stock mold).

3.) In China, money talks. Although, it does add to your weight if you can show you know what you are doing and you have ordered before. This gives the impression you have the possibility of ordering from them again.

4.) For your purposes, you would probably should via UPS, FEDEX, OR DHL and you can have that insured. It doesn't sound like you have a large enough quantity to use a freight forwarder.

5.) You are on your own for returns.
