What can you do if you get scammed in China?
Here are my answers to this question:
1.If your supplier is a registered factory or company in China, you can go and meet local officials in person, seeking help from local government authorities in China. Normally you can contact following organs in China:

AIC (Administration for Industry &Commerce), Tax Bureau, Fair Trade Department with Ministry of Commerce and local Police Station etc.
2.If your supplier is not a registered factory or company in China, you can contact local Police Station if you know their Chinese name and ID in China.

No matter what kind of your suppliers is in China, you're required to report your case in details in Chinese to local officials if you need their help. Most of local officials know nothing about English and it's hard to crack down any case with their created English names online. For example, in China, there are nearly 300000 people sharing the same Chinese name 'Zhang Wei'. Normally local officials will help you out if you or your authorizedRep reports the case to them in person in China, and the scammer can be heavily fined or forced to refund you as soon as possible. But sometimes the scammer is too crafty to be caught in China and also some local officials are badly corrupted in China and they are not willing to help you out sometimes. So Case-Report with enough proof is not 100% sure to get your money back esp when you do not sign any contract with your suppliers before.

If local officials do not help you out, you're suggested to make a small biz investigation to collect enough proof on their daily business activity in China, then consult local law firms and get ready to sue the bad supplier for their bad credit in China. By this way, you can get back your money in China; at least your supplier will suffer more from your case in China if you take above measures.

this company seems a big company,I don't  know why he did deliver goods against received your payment.

Now I suggest you:

First,to check the sales-man you dealed with before,if he/she is in this company. Please visit this company's official website to find this company telephone number, then call and say May I speak to XXX to confirm this sales-man is in this company or not, possible I hope you can record this conversation.Do not call at direct line.

Second: check signature in contract,is it right. Here attention that personal signature is illegal. In china, some sales-man got order or payment from buyers, but he sell this order to another factory, but another factory can not deal with this order,he paid factory and no money to pay you back.

If you can confirm it is this company, you can:

1,to contact your local chinese embassy for help,

2,to go to ministry of canton fair to claim during canton fair. Before that, please prepare all the documents and e-mail records and confirm this company is in canton fair.

Please do not contact Jiangsu government for help,I think it is useless.

Finally please confirm if you have frauded this company before? It seems this company is big,USD48000 is small for this company.

I went to Chinese embassy in Washington, DC  and sought  their help. But their response make me sick.

They told me that there are a lot of people who do business with China are cheated (mine is not isolated case), and they don't have enough resource and man-power  to help that kind of cases.

Kathy

If what you are telling here is true, I am pretty sure that you were scammed by someone who is dealing with you in the name of a company that he does not work with. Ninty percent of these scams that occur are due to the fact that these customers didnot conduct due dilligence on their business partners nor did they verify the supplier through sources from China. So the scammers could set the trap with low price and dealing in the name of a big company. The company and address provided is identical but the telephone number is wrong.
