seller not willing to refund money

I had placed a order for cigarettes with a compnay in china. I had send the payment

via Western union. Supplier dispatched the package and gave a tracking no via EMS.

After a few days of waiting for the parcel contacted the supplier again and they said

customs in China had blocked the package. The company said they will resend it

again. Gave me a new tracking no. The next day the company informed me that the

package was again caught in China customs.


I had asked the company sales person to refund me the money I had paid, but refuses

to. The sales person informed me that the company has spend so much money for freight

charges in sending the package so will not refund. He said I can order somethng

else from thei catalouge. I repeatedly insisted but refused to refund the money piad.


Please advise what to do. If needed I will post the company details and the person dealt with. I do have receords of all emails ,payments and conversations.

Well you have lost your money no matter what happens so whatever you do don't send any more money to this supplier either.

Most countries have strict regulations governing the import and export of tobacco and liquor so I recommend that you check those regulations out first before you try to buy these types of products.

what you would say about the company which does not know the custom laws and regulations of their own country that also regarding the products company is dealing in more over selling at portal like alibaba. it is the bound duty of the company to know such regulations and deal in product or products only if  allowed by the law of their country otherwise its fraud.
